Location : Guam

Primary Worksites :

  • Nimitz Hill, Piti, Guam
  • Naval Base Guam, Santa Rita, Guam
  • Occasional support at Marine Corps Base Camp Blaz and Andersen Air Force Base

Work Arrangement: Fully Onsite

Remote/Hybrid Status: This is not a remote or hybrid position. Regular telework is not permitted. Emergency or situational telework may be approved on a case-by-case basis by the Government.

Work Schedule: Monday through Friday, up to 40 hours per week, during normal business hours

Position Summary
The IT Technical Support Specialist will provide technical and administrative support for enterprise IT systems, hardware, software, telecommunications, mobile devices, asset management, and helpdesk operations. The position serves as the primary point of contact for Tier 1 and Tier 2 user support and requires regular physical access to military installations and Department of Defense information systems.

Key Responsibilities

  • Provide Tier 1 and Tier 2 helpdesk support through email, telephone, Microsoft Teams, remote support tools, and in-person assistance.
  • Receive, document, categorize, prioritize, troubleshoot, resolve, and route IT support tickets.
  • Perform password resets, peripheral setup, software support, hardware troubleshooting, and basic network connectivity troubleshooting.
  • Install, configure, update, and maintain operating systems, applications, workstations, printers, peripherals, and other IT equipment.
  • Provide onsite technical assistance to Government personnel.
  • Support telecommunications activities involving landlines, Voice over IP systems, service requests, telephone line installations, phone number assignments, and command directories.
  • Serve as an Information Technology Representative and liaison between end users and the IT office.
  • Gather IT requirements and coordinate hardware, software, and equipment deployments.
  • Provision, configure, secure, troubleshoot, and maintain enterprise mobile devices through Mobile Device Management platforms.
  • Maintain IT asset inventories, software license records, equipment custody documentation, and lifecycle tracking records.
  • Coordinate equipment receipt, movement, deployment, accountability, and disposal.
  • Create and update standard operating procedures, user guides, technical documentation, status reports, spreadsheets, presentations, and system communications.
  • Prepare user notifications concerning system outages, planned maintenance, software updates, and new IT capabilities.
  • Provide administrative and records-management support to the IT office.
  • Perform other IT-related duties as assigned.

Required Qualifications

  • United States citizenship.
  • Active Tier 3 security clearance or ability to obtain an interim Tier 3 clearance before onboarding.
  • Ability to obtain and maintain access to military installations and a Common Access Card.
  • At least one active DoD 8140.03-approved certification for Technical Support Specialist, Work Role Code 411, Intermediate level:
    • CompTIA Security+
    • EC-Council Certified Network Defender
    • GIAC Foundational Cybersecurity Technologies
    • GIAC Security Essentials Certification
  • Ability to maintain the required certification throughout the contract period.
  • Ability to complete at least 20 hours of annual continuing professional development, or the certification provider's minimum requirement, whichever is greater.
  • Experience providing IT helpdesk, technical support, desktop support, or IT asset-management services.
  • Knowledge of enterprise ticketing systems and Mobile Device Management platforms.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Teams.
  • Strong written and verbal English communication skills.
  • Ability to interpret technical manuals, policies, procedures, and command instructions.
  • Ability to communicate effectively with Government civilians, military personnel, technical teams, and contract management.

Preferred Experience

  • Three or more years of relevant IT helpdesk, technical support, desktop support, telecommunications support, or IT asset-management experience.
  • Experience supporting Department of Defense or other Federal Government environments.
  • Experience maintaining IT inventories, custody records, equipment disposal documentation, and mobile-device records.
  • Experience working with controlled unclassified information and DoD cybersecurity requirements.

Physical Requirements

  • The employee must be able to:
  • Stand and walk for extended periods.
  • Walk across uneven or rough surfaces.
  • Bend, crouch, stoop, reach, and climb ladders when required.
  • Lift and move IT equipment weighing up to 25 pounds.
  • Travel between supported buildings and military installations within Guam.

Security and Compliance Requirements

  • The position involves access to controlled unclassified information and Department of Defense systems. Personnel must comply with all applicable DoD cybersecurity, information assurance, privacy, physical security, and safeguarding requirements.
  • Deliverables and Performance Expectations
  • Accurate and timely resolution or escalation of helpdesk tickets.
  • Current and accurate IT asset and mobile-device records.
  • Updated telecommunications logs and telephone directories.
  • Complete equipment custody and lifecycle documentation.
  • Clear technical procedures, user guides, reports, briefings, and system communications.
  • At least 95% compliance with helpdesk, asset-management, and technical-support performance standards.
  • 100% compliance with certification and onboarding requirements.
