Work Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.

Manages the appeals process (equalization and payment-under-protest) by way of coordinating resources, timely scheduling of appeals, disseminating relevant information and supervising and training support staff to foster high-quality customer service. Tracks all appeals at each level (informal, Small Claims Division – Board of Tax Appeals (BOTA), Regular Division – BOTA, Sedgwick County District Court, Court of Appeals, Kansas Supreme Court) and provides relevant information to Administration and appropriate staff. Possesses a strong working knowledge of the Orion Appeals module and the Aumentum change order process. Manage, supervise, and train Information & Assistance (I&A) staff in their roles of providing high quality customer service, requested information, valuation appeal information, Kansas Open Records Act (KORA) requests and any cross-divisional duties to which the staff has been assigned. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP).

 

Manage Appeals Processes

  • Collaborate with all levels of supervisors involved in the appeal processes. Ensuring adequate resources are provided and scheduling needs are met for efficient appeal meetings.
  • Oversee the daily dissemination of all submitted appeal documentation to the appropriate departments. Review all appeal requests for validity and proper documentation. 
  • Promptly report all functionality problems pertaining to applications and appeal programs to the Department Application Manager, County IT Help Desk, Appeal Officers and any affected staff.
  • Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.

 

Information and Assistance

  • Supervise, train and assist the Information and Assistance (I&A) staff with day to day tasks and information requests.
  • Ensure the front desk is always covered with adequate staff and informational documents for dissemination.
  • Ensure all requests (written or oral) are documented and handled in a timely, professional, and courteous manner.
  • Document and retain all KORA requests and responses in a designated location.

 

Appeal Follow-up

  • Ensure all appeals are completed and all appeal result letters are mailed on or prior to statutory dates that are part of PVD’s Procedural Compliance.
  • Ensure appeal result correspondence from BOTA and higher appeal levels are scanned and disseminated to the appropriate parties.
  • Ensure correct valuations and classifications are available when millage rates are set and when tax bills are generated.

 

Minimum Qualifications: High school diploma or equivalent. Three years of experience in mass appraisal. One year of supervisory experience. Must successfully complete the following courses: Within ninety days of hire date: Kansas Open Records Act (KORA) training. Within two years of hire date: International Association of Assessing Officers (IAAO) Course 101 Fundamentals of Real Property Appraisal, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law, Orion Introduction and Overview of Basic Functionality

 

Preferred Qualifications: Five years of mass appraisal experience including participation in valuation appeals. Post-secondary coursework in Business, Public Administration or related fields. Have one of the following professional designations: State of Kansas Registered Mass Appraiser (RMA), or IAAO Assessment Administration Specialist (AAS).
