Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under general direction of the Supervisor I, the Housing and Community Development Representative II independently performs the more responsible, complex varied and difficult analytical assignments to include providing technical assistance, policy, analysis, and research on issues that impact housing. Incumbent has increased responsibility and, as such, provides the more responsible, varied and technically difficult analytical assignments, and developing policy and program recommendations for consideration by managers. Incumbents work in a team environment and may provide guidance and direction as lead or mentor to other staff members. Research is conducted on issues that impact housing, which may include implementing and enforcing state housing laws, including but not limited to State Accessory Dwelling Unit Law, SB 9, State Density Bonus Law, Housing Element Law, the Housing Accountability Act, the Housing Crisis Act, and Streamlined Ministerial Approval (SB 35). Incumbents work in a team environment and engage with a wide variety of external stakeholders.

This position requires reporting to an HCD office a minimum of four days per week. In limited cases, at the Department’s discretion, an employee may be approved to work in a remote-centered capacity on a temporary basis until appropriate office space becomes available. Under California Government Code Section 14200, telework-eligible employees must reside in California. The designated headquarters location will be based on the employee’s primary residence and may be updated if HCD criteria are met.

HCD Disclosure Requirements

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience assisting in presenting information during outreach and/or facilitating meetings.
  • Familiarity in the areas of housing affordability & policy implementation, community development and planning, fair housing, and/or multifamily housing project development.
  • Experience with Microsoft Office software (Word, Excel, Outlook, PowerPoint).
  • Experience with California State government or other policy-making practices that may include the legislative process.
